| In order to implement the Environmental Protection Law of the People's Republic of China, the Water Pollution Prevention and Control Law of the People's Republic of China, the Air Pollution Prevention and Control Law of the People's Republic of China, the Marine Environment Protection Law of the People's Republic of China, and the State Council's Implementation of the Scientific Outlook on Development This standard is formulated in accordance with laws and regulations such as the "Decision on Strengthening Environmental Protection" and the "Opinions of the State Council on Formulating the National Main Functional Zone Plan" to protect the environment, prevent and control pollution, promote the progress of production processes and pollution control technologies in the coking chemical industry. This standard specifies the emission limits, monitoring and control requirements for water and air pollutants from coking chemical industry enterprises, as well as the implementation and supervision of the standards. This standard is applicable to the emission management of water and atmospheric pollutants in the processes of coal preparation, coking, gas purification, coking chemical product recovery, and thermal energy utilization in the production of existing and new coke ovens, as well as the environmental impact assessment, environmental protection facility design, completion environmental protection acceptance, and the emission management of water and atmospheric pollutants after commissioning of coking chemical industry construction projects. From the date of implementation of this standard, the discharge control of water and air pollutants from coking chemical industry enterprises shall be carried out in accordance with the provisions of this standard, and the relevant provisions in the "Emission Standards for Water Pollutants in the Steel Industry" (GB13456-92) and "Emission Standards for Air Pollutants from Coking Furnaces" (GB16171-1996) shall no longer be implemented. The "Emission Standards for Air Pollutants from Coking Furnaces" (GB16171-1996) shall be abolished. |
