Henan requires 7 industries including steel, cement, glass, ceramics, etc. in the province to achieve "ultra-low emissions" and complete the transformation before October 2018!

Recently, the Henan Provincial Government issued a notice on soliciting opinions on the revision of the 2018 Work Plan for Air Pollution Prevention and Control in Henan Province. According to the notice, seven industries in the province, including steel, cement, coking, carbon, electrolytic aluminum, glass, and ceramics, are required to complete the "ultra-low emission" transformation by the end of October 2018. For enterprises completed before the end of June 2018, the winter staggered production time and the proportion of production stoppages and restrictions from 2018 to 2019 will be reduced. The details are as follows:

(1) The steel industry. By the end of October 2018, complete the ultra-low emission transformation of sintering processes in 24 steel enterprises in the province. After completing the ultra-low emission transformation, the emission concentrations of particulate matter, sulfur dioxide, and nitrogen oxides in the flue gas of the sintering process should not exceed 20 mg/m3, 50 mg/m3, and 100 mg/m3, respectively, under the condition of a reference oxygen content of 16%. Among them, for steel enterprises that achieve ultra-low emissions before the end of June, green environmental protection scheduling will be implemented, and the winter staggered production time and production suspension and restriction ratio from 2018 to 2019 will be appropriately reduced.

(2) The cement industry. By the end of October 2018, complete the ultra-low emission transformation of 73 cement clinker enterprises in the province. After completing the ultra-low emission transformation, the emission concentrations of particulate matter, sulfur dioxide, and nitrogen oxides in the cement kiln exhaust gas should not exceed 10 mg/m3, 50 mg/m3, and 100 mg/m3, respectively, under the condition of a reference oxygen content of 10%. Among them, for steel enterprises that achieve ultra-low emissions before the end of June, green environmental protection scheduling will be implemented, and the winter staggered production time and production suspension and restriction ratio from 2018 to 2019 will be appropriately reduced.

(3) Coking industry. By the end of October 2018, complete the ultra-low emission transformation of 21 coking enterprises in the province. After completing the ultra-low emission renovation, the emission concentrations of particulate matter, sulfur dioxide, and nitrogen oxides in the exhaust gas of the coke oven chimney should not exceed 20 milligrams per cubic meter, 35 milligrams per cubic meter, and 100 milligrams per cubic meter, respectively. Among them, coking enterprises that achieve ultra-low emissions before the end of June will implement green environmental protection scheduling, appropriately reducing the winter staggered production time and the proportion of production stoppages and restrictions from 2018 to 2019.

(4) Carbon industry (carbon for aluminum). By the end of October 2018, 113 carbon enterprises in the province will have completed ultra-low emission transformation. After completing the ultra-low emission transformation, the emission concentrations of smoke, sulfur dioxide, and nitrogen oxides in the calcination and calcination processes should not exceed 10 milligrams per cubic meter, 35 milligrams per cubic meter, and 50 milligrams per cubic meter, respectively. Among them, carbon enterprises that achieve ultra-low emissions before the end of June will implement green environmental protection scheduling, appropriately reducing the winter staggered production time and the proportion of production stoppages and restrictions from 2018 to 2019.

(5) Electrolytic aluminum industry. By the end of October 2018, complete the ultra-low emission transformation of 13 home appliance aluminum removal enterprises in the province. After completing the ultra-low emission transformation, the emission concentrations of particulate matter, sulfur dioxide, and fluoride in the electrolytic cell process should not exceed 10 milligrams/cubic meter, 35 milligrams/cubic meter, and 2 milligrams/cubic meter, respectively. Among them, for electrolytic aluminum enterprises that achieve ultra-low emissions before the end of June, green environmental protection scheduling will be implemented, and the winter staggered production time and production suspension and restriction ratio from 2018 to 2019 will be appropriately reduced.

(6) Flat glass and electronic glass industry. By the end of October 2018, complete the ultra-low emission transformation of 16 flat glass and electronic glass enterprises in the province. After completing the ultra-low emission transformation, under the condition of a reference oxygen content of 8%, the emission concentrations of particulate matter, sulfur dioxide, and fluoride in the flue gas of the electrolytic cell process should not exceed 20 mg/m3, 100 mg/m3, and 400 mg/m3, respectively. Among them, for flat glass enterprises that achieve ultra-low emissions before the end of June, green environmental protection scheduling will be implemented, and in principle, they will not be included in the pollution control scope of orange and below.

(7) The ceramic industry. By the end of October 2018, complete the ultra-low emission transformation of 60 ceramic enterprises in the province. After the ultra-low emission transformation is completed, the emission concentration of particulate matter, sulfur dioxide and nitrogen oxides in the spray drying tower and kiln process shall not be higher than 10 mg/m3, 35 mg/m3 and 100 mg/m3 respectively. Among them, ceramic enterprises that achieve ultra-low emissions before the end of June will implement green environmental protection scheduling, appropriately reducing the winter staggered production time and the proportion of production stoppages and restrictions from 2018 to 2019. (3) Coking industry. By the end of October 2018, complete the ultra-low emission transformation of 21 coking enterprises in the province. After completing the ultra-low emission renovation, the emission concentrations of particulate matter, sulfur dioxide, and nitrogen oxides in the exhaust gas of the coke oven chimney should not exceed 20 milligrams per cubic meter, 35 milligrams per cubic meter, and 100 milligrams per cubic meter, respectively. Among them, coking enterprises that achieve ultra-low emissions before the end of June will implement green environmental protection scheduling, appropriately reducing the winter staggered production time and the proportion of production stoppages and restrictions from 2018 to 2019.

Among them, for electrolytic aluminum enterprises that achieve ultra-low emissions before the end of June, green environmental protection scheduling will be implemented, and the winter staggered production time and production suspension and restriction ratio from 2018 to 2019 will be appropriately reduced.

(6) Flat glass and electronic glass industry. By the end of October 2018, complete the ultra-low emission transformation of 16 flat glass and electronic glass enterprises in the province. After completing the ultra-low emission transformation, under the condition of a reference oxygen content of 8%, the emission concentrations of particulate matter, sulfur dioxide, and fluoride in the flue gas of the electrolytic cell process should not exceed 20 mg/m3, 100 mg/m3, and 400 mg/m3, respectively. Among them, for flat glass enterprises that achieve ultra-low emissions before the end of June, green environmental protection scheduling will be implemented, and in principle, they will not be included in the pollution control scope of orange and below.

(7) The ceramic industry. By the end of October 2018, complete the ultra-low emission transformation of 60 ceramic enterprises in the province. After the ultra-low emission transformation is completed, the emission concentration of particulate matter, sulfur dioxide and nitrogen oxides in the spray drying tower and kiln process shall not be higher than 10 mg/m3, 35 mg/m3 and 100 mg/m3 respectively. Among them, ceramic enterprises that achieve ultra-low emissions before the end of June will implement green environmental protection scheduling, appropriately reducing the winter staggered production time and the proportion of production stoppages and restrictions from 2018 to 2019.
