North Star Network News: The strengthened supervision work in key areas of the Blue Sky Defense War from 2018 to 2019 continued. On February 23, the working group discovered 55 gas related environmental problems, and on February 24, the working group found 17 problems of not strictly implementing emergency response to heavy pollution weather and 73 problems of not implementing staggered transportation requirements for bulk materials (see attached table).
17 emergency response issues related to heavy pollution weather were not strictly implemented.
Among them, there is one in Qiaoxi District, Shijiazhuang City, Hebei Province, one in Guye District, Tangshan City, one in Lutai Economic Development Zone, Tangshan City, one in Qiaoxi District, Xingtai City, and one in Economic Development Zone; 1 in the urban area of Yangquan City, Shanxi Province, and 1 in Xiangyuan County of Changzhi City; One in the Economic and Technological Development Zone of Binzhou City, Shandong Province; One in Zhengzhou Economic and Technological Development Zone, Henan Province, two in Longting District, Kaifeng City, one in the old urban area of Luoyang City, one in Luoyang High tech Industrial Development Zone, and one in Lushi County, Sanmenxia City; One in Zhouzhi County, Xi'an City, Shaanxi Province, and two in Linwei District, Weinan City.
2、 There are 73 issues with the implementation of staggered transportation requirements for bulk materials.
Among them, 1 in Changping District and 1 in Chaoyang District of Beijing; 2 in Chang'an District, Shijiazhuang City, Hebei Province, 2 in Zanhuang County, 2 in Pingshan County, 1 in Circular Chemical Industry Park, 1 in Lingshou County, 1 in Zhengding County, 1 in Xinle City, 2 in Xianghe County and 1 in Wen'an County of Langfang City, 1 in Yixian County of Baoding City, 1 in Yunhe District of Cangzhou City, 4 in Shenzhou City of Hengshui, 1 in Qiaoxi District of Xingtai City, and 1 in Lincheng County; Two in Jinyuan District and one in Yingze District of Taiyuan City, Shanxi Province, two in the urban area of Yangquan City, one in Lucheng District of Changzhi City, four in Pingyao County of Jinzhong City, and one in Yaodu District of Linfen City; 3 high-tech industrial development zones in Zhengzhou City, Henan Province, 2 in Shunhe Hui District of Kaifeng City, 1 in Long'an District of Anyang City, 1 in Junxian County of Hebi City, 3 in Fengquan District of Xinxiang City, 3 in Muye District, 3 in Weihui City, 2 in Hongqi District, 1 in Fengqiu County, and 1 in Huixian City, 3 in Jiefang District of Jiaozuo City, 3 in Mengzhou City, and 1 in Wuzhi County, 5 in Ruyang County and 2 in Chanhe Hui District of Luoyang City, 1 in Shaanzhou District of Sanmenxia City, and 2 in Jiyuan City; One in Linyou County, Baoji City, Shaanxi Province, and one in Liquan County, Xianyang City.
3、 Six industrial enterprises have not installed air pollution prevention and control facilities.
Among them, one is located in Shanhaiguan District, Qinhuangdao City, Hebei Province; One in Yangquan Economic and Technological Development Zone, Shanxi Province, and one in Pingyao County, Jinzhong City; 1 in Shunhe Hui District, Kaifeng City, Henan Province, and 1 in Huojia County, Xinxiang City; One in Zhouzhi County, Xi'an City, Shaanxi Province.
4、 There are four issues with the abnormal operation of air pollution prevention and control facilities in industrial enterprises.
Among them, there is one in Anci District, Langfang City, Hebei Province, and one in Cheng'an County, Handan City; 1 in Pingyao County, Jinzhong City, Shanxi Province; 1 High tech Industrial Development Zone in Luoyang City, Henan Province.
5、 There are four issues with inadequate rectification of VOCs.
Among them, there is one in Liulin County, Lvliang City, Shanxi Province, and one in Pingyao County, Jinzhong City; 1 in Xinmi City, Zhengzhou, Henan Province; One in Liquan County, Xianyang City, Shaanxi Province.
6、 There are two issues with unorganized emissions of industrial dust.
The working group found that two enterprises in Lulong County, Qinhuangdao City, Hebei Province have problems with unorganized industrial dust emissions.
7、 There are 19 issues where dust control measures have not been implemented in the material storage yard.
Among them, there are 2 in Lingshou County, Shijiazhuang City, Hebei Province, 1 in Lulong County, Qinhuangdao City, 2 in Guangyang District, Langfang City, and 1 in Wen'an County, 1 in Zhuozhou City, Baoding City, 1 in Pingxiang County, Xingtai City, and 1 in Ren County; 1 in Qingxu County, Taiyuan City, Shanxi Province, 1 in the suburbs of Yangquan City, 1 in Yuxian County, 1 in Jiexiu City, Jinzhong City, 1 in Yicheng County, Linfen City, 1 in Wenxi County, Yuncheng City, and 1 in Pinglu County; 1 in Puyang County, Puyang City, Henan Province; One in Zhouzhi County, Xi'an City, Shaanxi Province, and one in Dali County, Weinan City.
8、 5 dust management issues on construction sites.
Among them, 1 in Haidian District, Beijing; 1 in Dingxing County, Baoding City, Hebei Province; 1 in Yingze District, Taiyuan City, Shanxi Province, and 1 in Yangqu County; One in Huazhou District, Weinan City, Shaanxi Province.
9、 There are four issues with non-standard setting of sewage outlets.
Among them, there is one in Jishan County, Yuncheng City, Shanxi Province (with an exhaust pipe height of less than 15 meters); One company in Long'an District, Anyang City, Henan Province (with an exhaust pipe height of less than 15 meters), and two companies in Yuanyang County, Xinxiang City (both with exhaust pipe heights of less than 15 meters) did not meet the environmental impact assessment requirements for their exhaust gas emission outlets.
10、 11 other gas related environmental issues.
The working group found that Maguzhuang Village in Xinzhaidian Town, Zhao County, Shijiazhuang City, Hebei Province, and the west side of Gaoda Textile Co., Ltd. in Gaoyi County, as well as the waste recycling station on HSBC Street in Fengnan District, Tangshan City, and Qugou Village in Cizhou Town, Cixian County, Handan City, were located; Xiyadi Village, Matian Town, Zuoquan County, Jinzhong City, Shanxi Province, and Jinniu Mining Machinery Co., Ltd. in Shouyang County, as well as Zexing Automobile Supermarket in Yanhu District, Yuncheng City; West side of Tianzhong Brick Factory in Qihe County, Dezhou City, Shandong Province; There is an open burning phenomenon in Songgongshui Village, Paishitou Township, Huixian City, Xinxiang, Henan Province. One (4 steam tons) coal-fired boiler of Mingqiang Food Co., Ltd. in Lulong County, Qinhuangdao City, Hebei Province, which should be phased out, has not been dismantled; One open-pit mining enterprise in Yongji City, Yuncheng, Shanxi Province has not implemented dust prevention and control measures.
The Ministry of Ecology and Environment has submitted a list of supervisory issues to the relevant city and county (district) people's governments for investigation and handling in accordance with the law.
