Blue Sky Defense Battle - Significant Improvement in Weather Quality and Pollution Particles

The State Council executive meeting held on June 13th deployed the implementation of the three-year action plan for the Blue Sky Defense War to continuously improve air quality.

Through three years of hard work, the concentration of fine particulate matter should be significantly reduced and the number of days of heavy pollution should be significantly reduced.

We need to prevent and control at the source and focus on prevention and control. It is strictly prohibited to add new production capacity in key areas such as steel, coking, and electrolytic aluminum, and to raise the standards for eliminating excess production capacity. Concentrate efforts to promote the treatment of loose coal. Significantly increase the proportion of railway freight transportation. Encourage the elimination of inland waterway vessels that have been in use for more than 20 years. Starting from January 1st next year, the country will comprehensively supply automotive gasoline and diesel that meet the National VI standards. Develop and promote energy-saving and efficient technologies and products, cultivate and develop energy-saving, green and environmentally friendly industries.


Secondly, it is necessary to scientifically and reasonably, gradually and effectively control pollution. Continue to control the total coal consumption in key areas and effectively and orderly eliminate coal-fired units and small coal-fired boilers that do not meet the standards. Establish an enterprise emission permit system that covers all fixed pollution sources, and resolutely rectify those that fail to meet emission standards in accordance with the law. Strengthen the rectification of dust and open-pit mines, and improve measures to prohibit straw burning. Adhere to the principle of starting from reality, using electricity, gas, coal, and heat to ensure safe heating for the people in northern regions during the winter.

Thirdly, we need to innovate environmental supervision methods. Promote supervision such as "double random and open", and encourage the public to report environmental violations. Strict environmental law enforcement inspections will be carried out to tackle major challenges such as air pollution in key areas during autumn and winter, diesel truck pollution, industrial furnace and kiln treatment, and volatile organic compound remediation. Improve regulatory standards and environmental monitoring networks, strengthen information disclosure and accountability, and mobilize the entire society to work together to defend the blue sky.
